Улс төрд өөрийн чадал чансаа, мэдлэг оюунаар гарч ирсэн эмэгтэй улстөрчдөө элдэвлэж доромжлох атлаа “царцаа” нүүлгэж, мөнгө тарааж, эрх мэдлээрээ далайлгаж гарч ирсэн эрэгтэй улстөрчдөө яаж ч чаддаггүй хачин нийгмийг бид бий болгоод удаж буй.
Эмэгтэй хүн бол төр түшилцэх бус эсрэгээрээ гэрийн ажил хийж, хүүхэд төрүүлээд байж байх ёстой гэсэн хуучирсан сэтгэлгээнээс үүдэн олон ч чадалтай, чансаатай эмэгтэйчүүдийг бид улс төрд дэмжихгүй дэгээдэж унагасаар ирсэн.
Эрчүүдийн улс төрийн зодоон дунд өөрийн мэдлэг оюун, юм ойлгодог хэсгийн дэмжлэгээр ялалт байгуулаад гараад ирвэл хэн нэгний “өврийн хүүхэн” гэх мэтээр элдэв нэр хоч өгч ирсэн чиг хандлагыг өөрчилж, сүүлийн жилүүдэд маш олон чадалтай эмэгтэй улстөрчид төрд гарч ирсний нэг нь бол УИХ-ын гишүүн Хүрэлбаатарын Булгантуяа.
Эгэл жирийн нисэхийн инженер аав, эдийн засагч ээжийн охин болох Х.Булгантуяагийн хувьд багаасаа бие дааж хичээн суралцсаар гэрээсээ хол танилындаа амьдран АНУ-д ахлах сургууль төгсөж, тэндээ Ейлийн Их сургуулийг олон улсын эдийн засагч мэргэжлээр төгссөн намтартай.
Цаашлаад БНХАУ-даа л алдартай Ухан хотод байрлах Дундад Хятадын Их сургуулийг мөн эдийн засагч мэргэжлээр төгссөн, Хятад, Англиар төрөлх иргэн шиг нь ярьдаг мэдлэгтэй, чадвартай, өнөөдрийн парламентад сууж буй дийлэнх улстөрчдөөс тохой илүү мэдлэгтэй улстөрч болон бэлтгэгдсэн намтартай.
Олон улсын том төсөлд ажиллаж, гадаадад мэдлэг, мэргэжлээ үнэлүүлээд явж болох байсан ч тэгэхгүйгээр эх орондоо ирж улс төрд оролцож, улс орныхоо хөгжилд гар бие оролцон зүтгэж яваа мянга, мянган мэдлэгтэй, чадвартай залуусын нэг төлөөлөл. Гэвч сүүлийн үед ах нар нь улс төрийн зодоондоо түүнийг золиос болгохоор улайрч, Үндсэн хууль зөрчсөн учраас эгүүлэн татах ёстой хэмээн улайрч буй дүр зургийг та бид харж байна.
Улмаар, өчигдөр болсон чуулганы хуралдаанаар Дэд даргаас нь огцруулаад зогсохгүй, өөрийг нь унагахад оролцсон, тэр хурлыг удирдсан гэх өс хонзонгоос үүдэн 20 жилийн ялтай тагнуулын хэргээр шалгагдаж байгаа гэх хуурамч мэдээллийг хүртэл нийтийн сүлжээнд цацаж, намынхаа эмэгтэй улстөрчийг, чадварлаг залуу боловсон хүчнээ хар массын доромжлол, гүтгэлэг рүү цензургүй шидэж өгч буй нь эмгэнэлтэй. Тэгсэн атлаа МАН-ынхан бусад эрчүүд рүүгээ, энэ зодооныг эхлүүлсэн хүмүүс рүүгээ яаж ч чадахгүй байгаа нь гутамшигтай биш гэж үү.
Дэд даргын ажлаа өгч буй Х.Булгантуяагийн тухайд МАН-ын Нарийн бичгийн дарга, Сангийн Дэд сайдаас эхлээд улс төрд мерит зарчмаар дээшилж, МАН-ын дэргэдэх эмэгтэйчүүдийн холбоог удирдаж, УИХ-д хоёронтоо сонгогдсон энэ бүсгүйг замаасаа хүчээр зайлуулах гэсэн хар хор хэдий хүчтэй ч тэр бол ард түмний сонголтоор энд сууж буйг өс хонзондоо улайрсан улстөрчид мартаж бас болохгүй биз ээ.
Угтаа УИХ-ын дарга, Ерөнхий сайдыгаа нэг өдөр огцруулсан МАН-ын зодооны хайнааг хагалсан, чуулганы хуралдааныг Дэгийн хүрээнд удирдахаас өөр аргагүй байсан нь үнэн. Хэрвээ тэрхүү хурал нь Үндсэн хууль зөрчсөн гэж үзвэл УИХ-ын Дэд дарга Х.Булгантуяагийн удирдсан хуралд сууж гар өргөж, кноп дарсан бүх гишүүд эгүүлэн татагдах учиртай ч ганцхан хүнээрээ туг тахиад өнгөрч байна, тэд.
Гагцхүү өмнөх огцруулах асуудалд ч ашиглагдаж байсан Дэгийн тухай хуулийн хүрээнд санал хурааснаараа ганцаараа буруутан хэмээн цоллуулж, улстөрчдийн хорхойтой араанд зуугдаж, өс хонзонгийн улс төрийн золиос болж буй нь хэрхэвч хүлээн зөвшөөрөх зүйл биш билээ. Ард түмний сонголтоор, өгсөн саналаар гарч ирсэн улстөрчийг тамганы зодоонд улайрсан нэг улстөрч сэнтийнээс нь түлхэн унагаж болдог болтлоо энэ парламент хүчгүйдэж, сульдсан гэж бодохгүй байгаа учраас ардчилсан парламентын үнэ цэнээ хамгаалж, хуулийн хүрээнд ажлаа хийсэн улстөрчөө эрхбиш эрүүл саруул ухаантайнууд нь өмгөөлж, хамгаалах биз ээ.
Дэд даргын ажлаа ёсзүйн хувьд өгч болох ч ард түмнээс өгсөн мандатыг хэн дуртай нь булаадаг зүйл биш юм. Чадалтай, чансаатай эмэгтэй улстөрчдөө хангалттай их хэмлэж, дарамталж, улс төрийн шахаанд оруулж буй энэ увайгүйтлээ одоо зогсоовол яадаг юм бэ.
