УИХ-ын гишүүн Э.Батшугар “Зээлийн мэдээллийн тухай хуульд нэмэлт өөрчлөлт оруулах тухай хуулийн төсөл”-ийг 2025.05.16-ны өдөр УИХ-аар батлуулсан. Хуулийн төслийн хэрэгжилттэй холбоотойгоор Монголбанк журмыг боловсруулж 2025.09.01-нд Монголбанкны Ерөнхийлөгчийн тушаал гарсан.
Уг тушаалын дагуу өнөөдрөөс буюу 2025 оны 9 дүгээр сарын 10-наас “Зээлийн мэдээллийн тухай хуульд нэмэлт өөрчлөлт оруулах тухай хуулийн төсөл” албан ёсоор хэрэгжиж эхэллээ. Ингэснээр “хар жагсаалт” гэх зээлдэгчийн санхүүгийн эрх чөлөөг зургаан жилээр боомилдог тогтолцоо өөрчлөгдөж байна.
Хуулийн төсөл хэрэгжиж эхэлснээр дараах санхүү, эдийн засгийн таатай боломж бий болно.
- Зээлийн хүү буурах нөхцөл үүснэ
- Зээлдэгчийн “хар жагсаалт” гэх санхүүгийн ялыг арилна
- Банк, санхүүгийн салбарын үйлчилгээний хүртээмж, салбарын өрсөлдөөнийг нэмэгдүүлнэ
- Зээлийн үүргийн гүйцэтгэлийг барьцаа хөрөнгөөр хангуулахаас гадна оноонд суурилсан, уян хатан нөхцөлтэй санхүүгийн үйлчилгээг нэвтрүүлнэ
- Банк, санхүүгийн салбарын эрсдэл даах чадварыг нэмэгдүүлж эдийн засаг, санхүүгийн тогтвортой байдалд эерэг нөлөөлөл авчирна
