Монгол Улсын хоёр дахь Замын-Үүд, магадгүй дахин нэг Цагаанхадтай болох эхлэл өнгөрөгч амралтын өдөр буюу 2025.06.28-нд Сүхбаатар аймгийн Асгат суманд тавигдлаа. Сүхбаатар аймгийн төв Баруун-Урт хотыг Бичигт боомттой холбох “Баруун-Урт-Бичигт” чиглэлийн авто замын эхний үе шат 152 км хатуу хучилттай авто зам” төслийн ажил хэрэгжихэд бэлэн болж зам барилгын ажлын шавыг тэр өдөр тавьсан нь энэ.
2027 онд ашиглалтад оруулахаар төлөвлөсөн дээрх авто замын төслийн нийт өртөг нь 324 тэрбум төгрөг. Энэ оны төсөвт 31.6 тэрбум төгрөгийг тусгажээ. Хүнд даацын авто зам нь 2 давхар цементээр бэхжүүлсэн суурьтай, 11 см асфальт тавигдах аж. 1 км замын төсөвт өртөг нь 2.1 тэрбум төгрөг. Эдийн засгийн нөхцөл байдал таагүй, хэмнэлтийн горимд шилжсэн энэ үед шинэ ажил эхлүүлэхгүй хэмээн Засгийн газраас мэдэгдэж байсан ч бүсийн хөгжил, Боомтын сэргэлттэй холбогдуулан ойрын болон ирээдүйн үр ашгийг нь тооцоолон уг авто замын бүтээн байгуулалтыг эхлүүлэхээр болжээ.
Түүнчлэн Зам тээврийн сайд Б.Дэлгэрсайхан Сүхбаатар аймгийн хүргэн, Сангийн сайд Б.Жавхлангийн аав энэ нутгийнх гэдэг нь ихээхэн түлхэц болсон гэдгийг УИХ-ын гишүүн У.Отгонбаяр нээлтийн үеэр хэлсэн юм. Орон нутагтаа төсөв “зулгааж”, тэр дундаа өндөр өртөгт ажил эхлүүлнэ гэдэг УИХ-ын гишүүдийн хувьд чамгүй чандас сорьсон сорилтуудын нэг.
Мөн 324 тэрбум төгрөг бүхий хөрөнгө оруулалт Сүхбаатар аймагт анх удаа хуваарилагдаж байгаа нь энэ гэдгийг ч эрхэм түшээ үгэндээ тодотгосон.
Авто замын гүйцэтгэгч байгууллагаар Монголын үндэсний аж ахуйн нэгж “Монгол зам групп” ХХК, техник технологийн хяналтын зөвлөх компаниар “Аварга зам” ХХК шалгарчээ. Шалгаруулалтад Хятадын 5 компани саналаа ирүүлсэн бөгөөд дотоодын аж ахуйн нэгж, тэр дундаа тухайн бүс нутгийн компани шалгарсан нь олзуурхууштай. Дотооддоо, тухайн бүс нутагтаа ажлын байр тэр хэрээр нэмэгдэж, бүтээн байгуулалтад нутгийн иргэд гар бие оролцох боломж бүрдлээ хэмээн нутгийн зон олон ч талархаж байлаа.
Улаанбаатар хотоос 855 км, Сүхбаатар аймгийн төв Баруун-Урт сумаас 295 км-т орших Бичигтийн боомтыг хатуу хучилттай даацын авто замтай болгосноор Монгол Улсаар дайран өнгөрөх Ази Европыг холбосон авто замын сүлжээ шинээр нэмэгдэж, Бичигтийн боомт нь Замын-Үүд боомтын дараа орох томоохон боомт болон хөгжих боломжтойг Зам тээврийн сайд Б.Дэлгэрсайхан нээлтийн үеэр онцлов.
Уг боомтоор дамжин БНХАУ-ын Тянжин, Жинзоу, Далианаас гадна Зүүн хойд азийн улстай худалдаа хийх боломж бүрдэх эдийн засгийн чухал ач холбогдолтой. Манай улстай хамгийн ойр далайн боомт нь сүүлийн үед хурдацтай хөгжсөн Жинзоу. Жинзоу нь дэлхийн 100 гаруй улстай усан тээврээр холбогдож, жилд 100 сая тонн ачаа нэвтрүүлэх хүчин чадалтай, олон улсын худалдааны боомт юм. Бичигтийн боомтоор дамжин холбогдчихвол Монгол Улс далайд гарцтай болсноос ялгаагүй. БНХАУ-д далайн тээвэр нь төмөр замын тээврээс 8 дахин хямд өртөгтэй. Зүүн бүсийн эрдэс баялгийн нөөц эдийн засгийн эргэлтэд орж, тээврийн зардлыг 2-3 дахин бууруулж, БНХАУ болон ОХУ-ын газар нутгаар дамжин далайн чанад дахь зах зээлд хүрч, экспортын шинэ гарцыг бий болох боломж бүрдэх өндөр ач холбогдолтой.
Мөн Сүхбаатар аймгийн эдийн засагт хөдөө аж ахуй, мал аж ахуй болон уул уурхайн салбар зонхилдог бөгөөд дээрх салбаруудад түшиглэн мах боловсруулалт, аялал жуулчлал, бүс нутгийн худалдаа зэргийг хөгжүүлэхэд чухал нөлөө үзүүлж, ард иргэд тав тухтай, түргэн шуурхай зорчих боломж бүрдэхийн зэрэгцээ Зүүн бүсийн аймгуудыг зорин очих гадаад болон дотоодын аялагч жуулчдын тоо нэмэгдэж, тухайн бүс нутгийн эдийн засаг, нийгмийн хөгжлийг түргэтгэн үйлдвэрлэл үйлчилгээг хөгжүүлэх боломжийг бүрдүүлнэ хэмээн Б.Дэлгэрсайхан сайд тодотгосон. Мөн тэрбээр гүйцэтгэгч компаниудад хандан авто замын ажлыг чанартай, хугацаанд нь гүйцэтгэж, ашиглалтад оруулахыг үүрэг болгосон юм.
Олон жилийн өмнөөс газрын тос, нүүрс, баяжмал зөөсөн хүнд даацын автомашинууд Бичигтийн боомтыг чиглэхдээ дуртай газраараа давхисаар байгаль орчин доройтож, бэлчээр нутаг сүйдсэнээр хүн, мал, амьтад байхад хүндрэлтэй болсныг ч нутгийн иргэд ярьж байв. Энэ байдал эцэс болохоос гадна зам дагаж хөгжил гэж худалдаа, бараа эргэлт, аялал жуулчлалын жим бий болж, ажлын байр нэмэгдэж, амьжиргааны түвшин дээшлэх гарц бий болж буй нь тэр юм.
Бичигт боомт нь 1990 онд Сүхбаатар аймгийн Эрдэнэцагаан сумын нутаг “Бичигт” нэртэй газар байгуулагдсан. Олон улсын зэрэглэлтэй, байнгын горимоор ажилладаг боомт. Эл боомтод ажил үйлчилгээ эрхэлдэг байнгын 1000, түр буюу явуулын 1500 нийт 2500 гаруй иргэн суурьшдаг. Уул уурхайн болон экспорт импортын ачаа тээвэр болон хүн тээврийн үйлчилгээ тогтмол явагддаг.
Эрдэнэцагаан сум ашигт малтмалын орд ихтэй. Хүрэн нүүрс, жонш, хүдэр олборлодог. Бичигт боомтоор Монгол Улсын гадаад худалдааны бараа бүтээгдэхүүн, тоног төхөөрөмжийн импортын 0,4 хувь, экспортын 2,5 хувь нь явагддаг гэсэн статистик мэдээ бий.
Сүхбаатар аймаг нь засаг захиргааны 13 сум, 66 багтай, 65.800 гаруй хүн амтай. Хөдөлмөр эрхлэлт 28.610. Ажлын байр хомс. Бүтээн байгуулалт сүүлийн жилүүдэд идэвхитэй өрнөж байгаа бөгөөд Баруун-Урт сум 80 км хатуу хучилттай авто зам бүхий 5 тойрог замтай. 10 гаруй цэцэрлэгт хүрээлэнтэй. Улаанбаатар хот дахь Үндэсний цэцэрлэгт хүрээлэнтэй дүйхүйц газартай амралт зугаалгын төвийг бий болгосон талаараа аймгийн ИТХ-ын дарга Д.Хосбаяр танилцуулсан юм. Сумын төвийн хэмжээнд гудамж талбайн гэрэлтүүлэг 100 хувь хийгдсэн бол камержуулалт 50 хувьтай. Аймгийн төвийг тэлж, төвлөрлийг сааруулах зорилгоор бүтээн байгуулалтууд, тэр дундаа төсвийн байгууллагыг тойрог замуудын гадна төлөвлөн хийж эхэлснээ ч үзүүлж байлаа.
Зүүн бүсийг түүхэн аялал жуулчлалын жим болгон хөгжүүлнэ. Энэ бол 2024 оны УИХ-ын сонгуульд МАН-аас тус бүсэд нэр дэвшигчдийн амлалт. Тэд амлалтаа санал хураалт явагдсанаас 365 хоногийн дараа буюу жилийн ой дээрээ ажил хэрэг болгох эхлэл тавигдаж байгааг онцолж байлаа.
Эрдэнэцагаан сум БНХАУ-тай хиллэдэг, байгалийн өвөрмөц зүй тогтолтой, дархан цаазат, дэлхийд ганц талын буга сүрэглэн амьдардаг нутаг.
Сүхбаатар аймагт Шилийн богд, Талын агуй, Алтан овоо, Дарьганга, Ганга нуур, хунгийн чуулган гээд үзэж, харах, гадаад, дотоодын жуулчдыг татах зүйл арвин. Байгалийн үзэсгэлэн бүрдсэн, эртний түүхийн дурсгалт газар олонтой.
Монгол Улсын хувьд аялал, жуулчлалыг хөгжүүлэхийн тулд нэг сая жуулчин хүлээн авах зорилт тавиад буй. Урд хөрштэй хиллэдэг, далайн боомттой хамгийн ойр тул Зүүн Өмнөд Ази болон дулаан бүсийн орны иргэд онгон байгалийн сайханд амарч, зугаалах аятай таатай боломж ч гэж харж болохуйц.
Ер нь экспортын хэмжээгээ нэмэгдүүлэхээс гадна аялал жуулчлалыг хөгжүүлж, дотоодын аялалыг эрчимжүүлж мөнгө сайн олъё гэвэл гарцаа нэмэхээс өөр аргагүй. Энэ хүрээнд Засгийн газар 2024-2028 оны үйл ажиллагааны хөтөлбөртөө Эдийн засгийн өсөлтийг хангах, экспортыг нэмэгдүүлэх, зам тээврийн сүлжээг өргөжүүлөх зорилтын хүрээнд томоохон суурин газруудыг хилийн боомттой холбох, аялал жуулчлалыг хөгжүүлэх болон эдийн засаг, нийгмийн ач холбогдол бүхий зарим сум, суурин газрууд руу чиглэсэн авто зам барих, эдийн засгийн үр ашигтай, хөдөө аж ахуйн тээвэрлэлтийг дэмжсэн томоохон төсөл хөтөлбөрүүдийг хэрэгжүүлэхээр төлөвлөсний нэг нь энэ.
